The second referendum questions will ask:
“Shall the Town of Fishers change into a city?” YES or NO
So what is a second class city?
1) Directly elected Mayor. All Fishers residents will vote directly for their mayor.
2) For the City Council, 6 districts not voted all at-large. This means only those residents that live in a district will vote for their district representative. This means Fishers residents will have true representation. Another way to say it, Fishers residents on the other side of town do not choose your area's representative. This is not done currently in our town form of government, which are all voted at-large.
3) Also for the City Council, three districts voted all at-large. So three of the 9 representatives are still voted at-large. In other words, all Fishers residents vote for three representatives. The current town form of government are all voted at-large.
4) The mayor is the executive branch and the city council the legislative. There is a checks and balances to keep each branch in check. This is not done in our current form of town council government where all seven representatives are both the legislative branch and also the executive branch.
5 The city attorney is an employee of the city. The town attorney is a contractor of the town. The more chaos the town has, the more they get paid. When Carmel changed from a town to a city, their legal fees declined. For question 1, the town attorney will still be a contractor. For question 2, the city attorney will be an employee of the city.
For questions 1, the reorganization of Fall Creek Township and Fishers claims that it will be a modified class two city described in FAQ 4, but it is far from a true class two city.
True representation means that your vote counts. Your vote counts more with a directly elected mayor and true voting districts. This is the second referendum question.
Your vote does not count as much with a mayor that you can not directly vote for and with all at-large council districts. This is the first referendum question.
For true representation, vote NO on question 1 and YES on question 2.
