What if Fall Creek Township merges with Fishers, what will happen to the Noblesville residents living in Fall Creek Township? Will they be annexed into Fishers also just like the unincorporated residents?
The answer is that they would no longer pay their township taxes since they are Noblesville residents and are not Fishers residents. They can not pay township taxes to another municipality since they do not have representation there. They currently pay their taxes to the township like Fishers residents and unincorporated residents. If the township government no longer exists, then the Noblesville residents no longer pays this tax since Fishers would now collect this tax.
The Town of Fishers must still give assistance to the Noblesville residents if the merger passes even though they would not pay for these services.
Who makes up the difference in taxes when the Noblesville residents no longer pay taxes? The answer is all Fishers residents!!!
This is another reason why the Fishers Fall Creek Township merger is a bad idea.

So the people living in Noblesville and Fall Creek Township should see their taxes reduced? Lucky people and Fishers would have to provide things like poor relief, etc. So they don't pay taxes and they get to elect a real Mayor. The Mayor of Noblesville.

What about noblesvle fall creek that falls into the fishers 2 mile fringe controll. Do they still get to stay Noblesville or become part of fishers?
Fishers has became a bully. Nice roll model to push everyone around and ignor what the people really want!

Here is another question. What will happen to people who live in the un-incorporated area of Wayne Township that border on Fall Creek? If Fall Creek becomes part of Fishers will Fishers then extend a new two-mile limit into Wayne Township and try to annex that land?

Yes I don't get this at all. Fishers is taking care of all of these people, they need to be paying their taxes to Fishers. If they are in Fishers, then why do they have differing zip codes or even have a McCordsville address which is in Hancock County--though it is in Hamilton County and is serviced by Fishers. Why does a lot of the Geist area still have 46040 zip code though it is now officially in Fishers? Why are we taking care of Noblesville residents who are in Fall Creek Township--or will be under the reorginization plan? I think there are some real issues that are not intuitive. How would a change to a Second Class City address these problems?

There are many Noblesville residents living in Fall Creek Township. They are paying taxes to Fall Creek Township as a township resident as well as rural residents and Fishers residents who are also all township residents. If the Reorg City wins (Q1), the duties of the township goes to Fishers and taxes goes to Fishers. Noblesville residents will no longer be paying township taxes since they would not pay this tax to Fishers, who they do not have representation with. (No taxation w/o representation saying). So Noblesville residents will get free services from Fishers that Fishers residents will subsidize.
The zip codes are federal mail boundaries and are not affected by Fishers government structure.

Additionally, Noblesville residents would still be paying their township taxes as now, if the Class 2 city wins (Q2) and the Reorg City (Q1) does not.
